Shannon O’Leary counsels clients on the full range of political and ethics law issues of campaign finance, lobbying and gift laws, pay-to-play laws, procurement lobbying laws, securities laws regulating political activity, and conflict of interest laws for officeholders and candidates affecting recusal.

Her nationwide client base includes corporations and their political action committees, super PACs, lobbyists and lobbying firms, ballot measure committees, non-profit organizations, high-net-worth individuals, and federal and state political candidates. Shannon defends clients in civil and criminal law enforcement investigations, administrative actions, and audits concerning political activity, including the successful defense of a $306 million government contract that was challenged under a scrupulous interpretation of laws and facts related to the client’s campaign contributions to local candidates.

Shannon is a renowned authority on the utilization of technology to streamline compliance management infrastructure, and she designs and implements systems that use the cutting edge of technology to promote increased compliance while easing the burden on client-organization’s resources. She advises clients on a broad range of state and federal business ethics matters, including corporate governance and corporate auditing accountability laws, data security, privacy and governance laws, and compliance with the standards of the Federal Sentencing Guidelines Manual for business ethics programs.

With her background in political technology and data analysis, Shannon is regularly asked to lend her expertise in independent fact-finding projects, trial audits, forensic investigations, opposition research initiatives, and conflicts in the law and other complex issues of campaign-finance disclosure reporting. During the previous two election cycles, she has been responsible for more than $62 million in transactions disclosed on clients’ campaign-finance reports.

Prior to joining The Gober Group, Shannon practiced law in Austin for an Am Law 100 law firm recognized as one of Martindale-Hubbell’s Top Ten Texas Firms. She also worked in Washington, D.C. as a Senior Consultant for a well-publicized public affairs technology firm.
